What an invoice in Pakistan must include

  • The words “Sales tax invoice” (if you are registered)
  • Your name, address and NTN / sales tax registration number
  • Buyer’s name, address and NTN or CNIC (for registered buyers)
  • Serial number and date of issue
  • Description, quantity and value of the goods or services, excluding tax
  • Rate and amount of sales tax

Rules worth knowing

  • Pakistan has no single sales tax on services. Each province (and the Islamabad Capital Territory) taxes services under its own law, and you charge the tax of the place where the service is provided. Reported general rates are 16% in Punjab and 15% in Sindh and Islamabad. Sindh and Punjab use lower rates for some services, so check the schedule for yours.
  • Sales tax on goods is federal, at 18% for most goods, and is collected through the FBR.
  • Registered taxpayers are being moved onto FBR digital invoicing in phases. If you are in scope, a PDF from this tool is not enough. Use this tool for foreign clients, quotes and proformas.
  • Provincial registration thresholds and withholding rules differ. Check with your provincial authority before invoicing a registered business.
