Rules worth knowing
- Since 1 October 2023 a buyer can generally claim a consumption tax credit only on a qualified invoice, which must carry the seller’s T + 13-digit registration number. Any document with the required items counts, whatever it is called.
- Registering as a qualified invoice issuer is voluntary, but a registered seller must file consumption tax returns even when its sales are below the usual small-business exemption (generally ¥10 million of taxable sales in the base period).
- A seller who is not registered has no number to print and should not issue a document that looks like a qualified invoice.
- Companies paying individuals for writing, lecture fees, certain professional fees (for example lawyers and accountants) and similar work must withhold income tax at 10.21% on payments up to ¥1,000,000 and 20.42% on the part above it. If the invoice shows the fee and the consumption tax separately, withholding applies to the fee only. The preset above uses the 10.21% rate.
- No e-invoicing mandate for ordinary businesses was found as of October 2026. Electronic invoices are optional, and e-invoices and scanned documents must be stored under the electronic records rules.
