Rules worth knowing
- VAT-registered businesses in Saudi Arabia must issue e-invoices through a ZATCA-compliant system (the FATOORA platform). A PDF made here does not meet that rule, and ZATCA expects invoices in Arabic. Use this tool for foreign clients, quotes and proformas.
- Phase 1 (generation) has applied since December 2021. Phase 2, where invoices are integrated with ZATCA, is rolling out in waves by turnover, and ZATCA writes to each business at least six months before its date.
- VAT registration is mandatory above SAR 375,000 of taxable supplies a year and voluntary from SAR 187,500.
- Non-residents making taxable supplies in Saudi Arabia must register, generally through a tax representative.
